CRM comparison · Six options for small teams
Best CRM for Small Business: Free Plans, AI and Follow-Ups
The best CRM for a small business depends on who handles the next customer action. A solo consultant needs a reliable contact history and reminder. A three-person sales team may need shared email and automatic follow-ups. An agency may need separate client accounts, booking and messaging together. Those are different purchases.
Six small business CRMs compared
Use this table to select two candidates. A permanent free edition and a time-limited trial are different entry routes. An advertised AI feature is also not proof that every AI tool is included.
| CRM / suggested fit | Free entry | Follow-up checkpoint | Main buying constraint |
|---|---|---|---|
| HubSpot Sales + marketing | Free tools: up to 2 users | Sales sequences require Professional or Enterprise in Sales Hub or Service Hub, plus the relevant seat. | Price the specific hub, seats and required features. |
| Pipedrive Sales pipeline | 14-day trial | Growth adds email sync, automations and nurturing sequences. | Per-seat subscription; AI email writing is on Premium. |
| Zoho CRM Three-person free shortlist | Free edition: 3 users | Free workflows exist; verify the edition for the exact cadence or action. | Check feature-specific AI access and regional availability. |
| Freshsales Paid sales automation | 3-user free plan documented; confirm availability | Growth has basic workflows; Pro lists sales sequences. | Do not confuse Freshsales with Freshsales Suite or AI add-ons. |
| monday CRM Board-based teamwork | 14-day Pro trial | Pro lists email sequences; action quotas vary by plan. | Minimum 3 seats; seat buckets can exceed actual headcount. |
| HighLevel Agency / service operation | 14-day trial | Workflows and multichannel processes; budget channel usage separately. | Starter includes 3 subaccounts; communications and AI can add costs. |

Which CRM is actually free for a small team?
For three people who all need access, start by checking Zoho CRM’s free edition. HubSpot’s free tools currently allow up to two free users. That makes team size a useful first filter before comparing dashboards or AI labels.
Freshsales has an official help article describing a free plan for three users. That article was last modified in February 2024, while the current main pricing page foregrounds paid plans. Confirm that the free plan can be activated in your account and inspect its current limits before building a migration around it.
Pipedrive and HighLevel advertise trials. monday CRM also has a trial; the free monday work platform plan is a different product. Do not choose CRM on the assumption that a free work-management board includes its CRM subscription.

Our free-plan decision rule
Write down who must edit records, the fields you must retain and the next action you must track. A free edition is useful if it covers those requirements. If the team needs automatic outbound sequences immediately, compare the qualifying paid editions before importing the whole customer list.
Reminders, workflows and sales sequences solve different problems
“Follow-up automation” can describe several jobs. Define the expected result before selecting a CRM:
- A reminder: create a task so a person calls or emails the lead.
- A workflow: respond to a condition by assigning a record, updating a field or triggering another supported action.
- A sales sequence: run a planned series of outreach steps. Check whether each step sends automatically or waits for a person.
- A form response: acknowledge a website enquiry. This does not establish that a multistep sales sequence is included.
- A newsletter: send marketing campaigns to a list. This has its own audience, subscription and sending requirements.
For example, HubSpot’s free form automation can send one email through a workflow with one action. Its sales sequences sit in qualifying Professional or Enterprise subscriptions. These are different capabilities, even though both can be described informally as an email after a lead arrives.

Our recommended trial question is concrete: “When a proposal has no reply after three days, what exactly happens, and what stops the process after the customer replies?” Have each shortlisted vendor demonstrate that path with the edition you intend to buy.
If your main need is newsletters, use our email marketing software comparison to assess that purchase separately.
Which CRM fits your business?
The recommendations below weigh the work each team needs to organise. They do not assume that a broader feature list will produce better adoption.
HubSpot: shortlist for sales and marketing working together
Choose it when: enquiries need a shared customer record and you want to evaluate a platform that can grow into multiple customer-facing functions. Our suggested starting case is a founder and one colleague coordinating inbound leads before deciding which paid capabilities they need.
The two-user free limit matters as soon as a third colleague needs access. Sales sequences also require a qualifying higher edition and seat. Evaluate that upgrade against the actual workload rather than assuming a free CRM includes the complete sales automation stack.
Consider another option when: the whole buying decision is affordable multistep sales follow-up for several reps. Put Pipedrive Growth and Freshsales Pro on the same task-based shortlist, then compare the specific email and workflow requirements. For a detailed HubSpot edition assessment, read our HubSpot review.

Pipedrive: shortlist for a sales pipeline and the next activity
Choose it when: your central question is which deal needs attention and which salesperson owns the next step. We would shortlist it for a team that wants its CRM evaluation to stay close to a repeatable sales process.
Growth adds full email sync, automation and nurturing sequences. Premium adds AI tools for writing, summarising and replying to email. Lite already lists AI report creation: the cheapest plan having “AI” does not mean it includes AI email composition.
Consider another option when: a permanent free plan is essential, or the project is primarily an agency’s client-account and communication platform. Separate the cost of sales seats from optional products such as campaign tools.

Zoho CRM: shortlist for three free users and a configurable process
Choose it when: three people need a free starting point and someone can take responsibility for defining the records, fields and rules. Its free edition includes workflows; dismissing it as having no automation would be inaccurate.
For AI, inspect the named feature rather than assuming every Zia capability belongs to one edition. Zoho documents AskZia for Professional and above, with supported data centres including the US, EU and India. Other AI functions have their own availability conditions.
Consider another option when: nobody has time to own the configuration. In that case, compare how quickly your team can identify a lead’s owner and next action in two trial accounts. Do not buy a larger bundle simply because it contains more applications.

Freshsales: shortlist for paid sales workflows and sequences
Choose it when: you want to compare a sales-focused paid plan against Pipedrive and can describe which actions should run automatically. Growth includes basic workflows, while Pro lists sales sequences, contact scoring and deal insights.
That distinction makes the lowest paid price a poor proxy for the cost of your intended process. Also confirm which product you are buying: Freshsales and Freshsales Suite are separate offers. A named Freddy AI capability or add-on needs its own entitlement check.
Consider another option when: your decision depends entirely on a guaranteed new-account free plan. Resolve the free-plan availability question first. For paid evaluation, use one real sales scenario in both Freshsales and your other candidate instead of comparing feature counts.

monday CRM: shortlist for a board-based sales workflow
Choose it when: the team wants to organise its sales work through a shared visual board and is prepared to define how deals, activities and handoffs should behave. This is an editorial fit to test with the actual users, not a measured ease-of-use claim.
monday CRM starts at three seats. Its seat buckets can make four actual users a five-seat purchase, and six users a ten-seat purchase. Pro lists email sequences; automation allowances differ across plans. The free work platform should not be used as the CRM price reference.
Consider another option when: you are a solo operator who wants to pay for only one seat, or a small headcount increase creates an unacceptable billing jump. Test ownership and activity history as carefully as the appearance of the board.

HighLevel: shortlist for an agency or a combined service workflow
Choose it when: the operation needs CRM, booking, forms, messaging and workflows together, or needs separate client subaccounts. Starter includes three subaccounts and unlimited users and contacts. We would shortlist it for a service business or agency evaluating a combined operating setup.
The base subscription is not an unlimited communications or AI budget. Email, SMS, calling and AI can generate additional charges. Optional AI Employee subscriptions are priced per subaccount, so confirm both the account structure and the desired AI service before calculating the total.
Consider another option when: the need is a shared contact list and a few manual reminders. A combined platform brings configuration work that a simpler requirement may not justify. Read our HighLevel review for the deeper plan, usage and agency analysis.

Which CRM has the AI you actually need?
Ask for one observable result. A report generator, an email assistant and an agent that performs actions are different tools. The plan requirement, allowance and review process matter more than an “AI-powered” badge.
| Need | Concrete starting point | What to verify |
|---|---|---|
| Ask a question about CRM data | Zoho documents AskZia on Professional and above. | Your data centre, permissions and the records available to the assistant. |
| Create a report from a prompt | Pipedrive lists AI report creation on Lite. | Whether the resulting report uses the correct fields and filters. |
| Draft or summarise sales emails | Pipedrive lists AI email tools on Premium. | Included access, mailbox connection and the human review step. |
| Score or prioritise opportunities | Freshsales Pro lists contact scoring and deal insights. | The available input data and whether the result explains a useful next action. |
| Operate a communication agent | HighLevel offers separately priced AI options. | Per-subaccount subscription, usage rules and the channels you require. |
| Choose an assistant in another edition | For HubSpot and monday CRM, inspect the named feature in your proposed configuration. | The included allowance, paid credits, supported action and permission boundary. |
Official sources: AskZia · Pipedrive AI tiers · Freshsales capabilities · HighLevel AI options · Breeze Assistant · monday CRM allowances.
Our evaluation exercise: ask each assistant the same narrow question about harmless sample records, inspect the answer against the records, and identify whether any proposed action still needs approval. Do not score an assistant highly merely because its wording sounds confident.

What does the CRM cost for your actual team?
Budget the qualifying plan × billable seats, then add usage and optional products. Keep currencies and billing cycles visible. The figures below are illustrations from the official pages checked October 18, 2026; they are not currency-converted offers or a lowest-price ranking.
| Scenario | Calculation | Budget implication |
|---|---|---|
| 3 reps need Pipedrive sequences | Growth: 3 × €39/month equivalent, billed annually = €1,404/year. | The retrieved pricing page displayed EUR. Annual payment, not a €117 monthly contract. |
| 3 reps need Freshsales sequences | Pro: 3 × US$39/month, billed annually = US$1,404/year. | Use Pro for this comparison; a Growth quote does not include the same listed sequence feature. |
| 4 or 6 people use monday CRM | 4 people → 5 billed seats; 6 people → 10 billed seats. | Multiply the selected CRM rate by the purchased bucket. |
| Agency evaluates HighLevel Starter | US$97/month, or US$970/year on annual billing. | Add communication usage and any selected AI subscriptions. |
| 3 people require a free CRM | Zoho’s free edition covers up to 3 users; HubSpot free tools cover up to 2. | A third user changes the HubSpot configuration you must price. |

Ask for a bill that describes the work
“Three salespeople need shared email, a five-step follow-up process and an owner notification after a reply. Show the required edition, billed seats, annual commitment, sending allowances and every necessary add-on.” This gives you a configuration you can compare instead of an attractive starting price.
Include migration, duplicate cleanup, mailbox setup, staff training and the person responsible for maintaining rules in your own implementation budget. These are planning items; this article does not claim every vendor charges a mandatory setup fee.
How to choose between two CRMs before migrating
Use the same small exercise in both shortlisted products. This is our proposed acceptance test, not a report of testing performed for this article.
- Define the sales event. Example: a customer requests a quote, someone owns it, a proposal is sent, then a follow-up is due. Write the desired outcome at each step.
- Import a small sample. Use harmless contacts and a few deals. Include one deliberate duplicate and one missing field. Inspect how the team will resolve them.
- Assign ownership. Ask a second user to find the next action without assistance. Check what that user can view, edit and export.
- Run the actual follow-up. Distinguish a created task from an automatically sent email. Test a reply and verify the configured stop behaviour; do not assume every tool stops every process automatically.
- Check the edition. Repeat the feature check against the plan you intend to purchase. A trial may expose higher-tier functionality.
- Inspect one AI result. Compare it with the source records and identify who reviews any draft or action. Record a failure as well as a success.
- Export the sample. Check whether the export contains the fields you need for a future move. Record any history or attachment limitations separately.
- Recalculate after growth. Price today’s users and the next two hires, including buckets, add-ons and realistic communication usage.
Choose the candidate whose required workflow the team can operate and whose qualifying bill you can explain. If neither passes, revise the shortlist rather than migrating first and hoping to repair the process later.
Common small business CRM questions
What is the best free CRM for three users?
Zoho CRM is a useful first shortlist because its official free edition allows three users. HubSpot’s free tools allow up to two. Freshsales documents a three-user free plan, but confirm current activation and limits in your account before relying on it.
Which CRM should a solo consultant choose?
Start with the required customer history, next-action reminders and email workflow. HubSpot or Zoho can enter a free shortlist. Consider a paid sales CRM when its qualifying features solve a recurring task worth the cost. monday CRM’s three-seat minimum matters for a solo budget.
Which CRM is best for automated follow-up emails?
For a paid sales-sequence shortlist, compare Pipedrive Growth and Freshsales Pro against your actual reply and stop rules. HubSpot sequences require the relevant Professional or Enterprise subscription and seat. HighLevel is another candidate when you also need booking and multichannel workflows.
If these are your final two candidates, use our HubSpot vs HighLevel comparison to compare account ownership, access and matched configurations.
Does AI make a CRM worth upgrading?
Only if the included AI solves a task you can verify. Check the exact feature, edition, allowances and output quality. Report creation, email drafting, scoring and an agent performing actions should not be treated as interchangeable benefits.
Can I use a CRM for newsletters too?
Some CRM vendors offer campaign tools, but the sales subscription alone does not establish the audience allowance, sending volume or campaign functionality you need. Price the marketing configuration separately.

This is a document-based comparison of official pricing, product and help pages checked October 18, 2026. The shortlist recommendations, budget arithmetic and acceptance exercise are our editorial analysis. We have not run a hands-on benchmark, measured deliverability or assigned test scores. Regional offers, feature rollouts and subscription terms can differ; confirm the configuration you are purchasing.
We selected six tools to cover free entry, sales-focused pipelines, configurable records, board-based teamwork and agency workflows. This is a scoped shortlist rather than a claim to cover every CRM.
